The Highways Agency has confirmed that it may let privately financed road maintenance contracts for up to 30 years. Under plans revealed by the Agency in its document Paving the Way, privately financed managing agent contractors would operate 15 or 30 year contracts paid back by shadow tolls.
A tame civil engineer commented that the crystal ball used for predicting transport and access to oil for the next thirty years must be pretty good. Meanwhile we wonder if those shadow tolls include a guaranteed minimum and what happens in the way of penalties when traffic falls below them.
