The Government's Department for Transport published its Air Transport White Paper on 16th December 2003. Transport Secretary Alistair Darling rejected plans for a massive new airport in the Midlands in favour of a new second runway and Main Runway extension at Birmingham International Airport. The White Paper also recommended growth at the smaller regional airports, e.g. Nottingham East Midlands, Baginton (Coventry), Wolverhampton Business Airport, and RAF Cosford.
